On May 31st, during the China International Trade in Services Fair hosted by the Ministry of Commerce and the Beijing Municipal People's Government, the first "Air Silk Road" International Forum was held in Beijing Airport Economic Core Zone. This is also the first time that the "China International Trade in Services Fair" has set up a special forum on aviation services, with the "Silk Road in the Air" as the lead and the goal of expanding and strengthening the modern service industry. Weng Mengyong, former vice-minister of the Standing Committee of the National People's Congress and the Ministry of Transport, Winnie Chibesakunda, Ambassador of the Republic of Zambia to China, Zhang Yi, Vice-Director of the China International Economic and Technological Exchange Center of the Ministry of Commerce, and Zhi Xianwei, Standing Committee and Deputy Head of the Shunyi District Committee of Beijing, attended the opening ceremony and delivered speeches. The theme of this Forum is "Building a new era of ‘Air Silk Road’ and a new engine for economic development”.
The Forum is co-sponsored by China International Economic and Technological Exchange Center, Beijing Airport Economic Core Zone Administration Committee, Chinese Society of Aeronautics and Astronautics, China Association Port-of-entry and China Urban Airport Economic Research Center. It is solely sponsored by Beijing Aerotropolis International Technology Research Institute and co-sponsored by China Aviation Equipment Supply Group Co., Ltd. Participants covered a wide range of areas and countries and regions. Internationalization and forward-looking topics ran through the conference. From Zambia Embassy in China, British Embassy in China, Group (ADP), British Airways, UK Birmingham Airport, China Aviation Industry Group, China Aviation Group, Capital Airport Group, China Nonferrous Mining Group, China Civil Airport Construction Group, Southern Airlines, Eastern Airlines, Shunfeng Airlines, Zhoushan Aviation Industry Park Management Committee, Chengdu Tianfu Xi'an aviation base and Zhengzhou Aviation Academy etc. There were more than 300 representatives from domestic and foreign aviation related enterprises and institutions as well as the national economic and trade cooperation zone (Zambia-China Economic and trade cooperation zone and China-Belarus Industrial Park) along the "Belt and Road" attended this International Forum. The Forum focuses on China's civil aviation industry and whole industriy chains, and better service on the "Belt and Road" countries through "Air Silk Road" International cooperation. The Forum has three sections and two high-end dialogues. The delegates gathered around the top layer of the "Air Silk Road" construction and thinking, and discussed the high-end technology services and international win-win cooperation of the "Air Silk Road". The meeting was presided over by Mr. Yao Junchen, Secretary-General of the Chinese Society of Aeronautics and Astronautics, Mr. Wang Ming, Director of the Institute of Integrated Transport of the National Development and Reform Commission, Mr. Huang Shengqiang, former Party Member of the General Administration of Customs, former Director of the State Port Office, Professor of Shanghai Customs College, Ms. Xu Qing, Vice Director of Transport Department of the Civil Aviation Administration of China, and Mr. Andrew Massey, Director of Transport, Department of Trade, British Embassy in China, Mr.Jean-Yves Coulot, General Manager of Group (ADP) in China, Mr. Igor Leshchenok, First Deputy Director of China-Belarus Industrial Park Management Committee, Mr. Zhang Hua, Vice General Manager of China Aviation Equipment Supply Co., Ltd., Mr. Liao Zibin, General Manager of Zambia-China Economic and Trade Cooperation Zone, Mr. Charles Scott, CEO of UK ARM Risk Management Company, and Mr. Zhang Quande, Vice President and Secretary-General of China Satellite Navigation and Positioning Association made keynotes, speeches and joined the dialogue discussion. The Forum also set up a separate discussion module: "The responsibilities and responsibilities of the Capital Airport Economic Demonstration Zone" in the construction of the "Air Silk Road", put international cooperation and regional development in place, and signed contracts through the "Air Silk Road" international cooperation projects (Beijing Airport Economic Core Zone Administration Committee and Zambia-China Economic and Trade; Beijing Airport Economic Core Zone Administration Committee and the China-Belarus Industrial Park) signed a strategic cooperation agreement with the Airport Industrial Park of the important node cities along the "Belt and Road". This will promote a solid step towards the international development of Beijing's airport economy. Canada Champion Aviation Group, Hong Kong Huijing Aviation Co., Ltd. and Zhuhai Haiwei Technology Co., Ltd. also signed cooperation agreements during the Forum. During the Forum, China Airborne Economic Development Index - 2019 was also issued, which was a joint research result of one year by the National Development and Reform Commission Integrated Transport Research Institute, Henan Cooperative Innovation Center for Aviation Economic Development, China Aviation International Construction Investment Co., Ltd. and China Urban Airborne Economic Research Center. The index will give an overall evaluation of how to develop airport economic zones with a throughput of more than 10 million. Professor Hao Aimin, representative of research group of index editing, interpreted the setting of index system. The"Air Silk Road Airport & Urban International Alliance " was officially launched during the Forum. This Alliance was initiated by China Association of Port-of-entry, Chinese Society of Aeronauticsand Astronautics, China Satellite Navigation and Positioning Association, Beijing Aerotropolis International Technology Research Institute, China CivilAviation Airport Construction Group, British Airways and Group (ADP). Sincethen, the National Development and Reform Commission's Institute of Integrated Transport has been in charge of guidance. Mr. Ma Jian, president of Beijing Aerotropolis International Technology Research Institute, read out the Alliance Initiativeon behalf of 15 initiators. This will become the first real "Air Silk Road" Industry International Alliance in China, and effectively promotethe "quality China Service" on aviation economy to the world. Mr. CaoZengdong, Secretary-General of China Association of Port-of-entry, delivered a closing speech on behalf of the host. On the morning of June 1st, the delegates visited the air service exhibition area of the China International Trade in Services Fair, which is located in the China International Exhibition Center (New Pavilion). They focused on the Beijing Airport Economy Core Zone, Tianzhu Comprehensive Free Trade Zone, Liyang UAV Industrial Park in Jiangsu, Zambia-China Economic and Trade Cooperation Zone and China Mobile International Company.
